It INITIALLY needed justification because it brought out the petty conflicts between nations which threatened European unity. This petty nationalism was undesirable to Nietzsche, and its existence was only justified by its having its beginning in Napoleon.
Nietzsche's favoured poltical organisation was the Roman Empire which covered the near east, the Mediterranean and Europe as far as Britannia under one Rex.
Nietzsche sees Napoleon's ABORTED project as a return to this imperium Romanum.That Napoleon's Europeanism is an example of his greatness, and that this Great Idea will be sustained by a Pan-European Nationalism makes such furtherance of greatness a great thing in itself.
