"If European civilisation was determined by the polar opposition between 'Rome' and 'Judea', then he could not realistically have hoped to renew the cause of 'Rome' without vanquishing 'Judea' in the process ..."

It is Conway's view that Nietzsche sought to vanquish 'Judea' by its racial/cultural assimilation in Europa - a breeding out to extinction;
